If your SEO program produces traffic but not leads, the problem is one of these three things.

Problem one

Your agency is reporting the wrong number.

Most lead-gen SEO retainers ship a monthly PDF with keyword positions, traffic charts, and a couple of paragraphs about what they did. Nowhere does it say how many leads landed, what they were worth, or which queries closed deals. Rankings don't pay invoices. Leads do. If your monthly report is keyword-shaped instead of lead-shaped, you're paying for the wrong outcome.

Problem two

You can't see where leads come from in the first place.

GA4's default install attributes the majority of conversions to "Direct" or "Unassigned" because of cross-domain hops, iOS privacy, consent mode, and broken UTM hygiene. Phone calls don't get tracked at all on most service-business sites. Half your leads come in by phone and you have no idea which page or query brought them. Without source attribution, you can't tell SEO from PPC from a referral, and the budget gets allocated on guesswork.
